ADAPTIVE AIDS

Adaptive aids consist of the following services, including repair and maintenance not covered by the warranty: the full range of lifts, mobility aids, control switches/pneumatic switches and devices, environmental control units, medically necessary supplies, and communication aids.

COUNSELING & THERAPY

Components of counseling and therapy include:

• Audiology
• Dietary
• Occupational Therapy
• Physical Therapy
• Psychology
• Social Work
• Speech/Language Pathology

DAY HABILITATION

Day habilitation includes:

• Assisting individuals in acquiring, retaining, and/or improving self-help, socialization, and adaptive skills necessary to reside successfully in the community.
• Providing individuals with relevant activities that enhance self-esteem and maximize functional level.
• Complementing any counseling and therapies listed in the IPC.
• Reinforcing skills or lessons taught in school, therapy, or other settings.
• Providing training and support activities which promote the individual’s integration and participation in the community.
• Providing assistance for individuals whom cannot manage their personal care needs during day habilitation activities.
• Providing transportation necessary for the individual’s participation in day habilitation activities.
• Providing services which are not being provided under Section 110 of the Rehabilitation Act of 1973 or Section 602(16) and (17) of the Individuals with Disabilities Education Act.

DENTAL TREATMENT

• Emergency dental treatment
• Preventive dental treatment
• Therapeutic dental treatment
• Orthodontic dental treatment

MINOR HOME MODIFICATIONS

• Purchase and repair of wheelchair ramps
• Modification to bathroom facilities
• Modifications to kitchen facilities
• Specialized accessibility and safety adaptations, including repair and maintenance

NURSING

• Administering medication
• Monitoring the individual’s use of medication
• Monitoring health data and information
• Assisting the individual and/or LAR to secure emergency medical services for the individual
• Making referrals for appropriate medical services
• Performing health care procedures ordered or prescribed by a physician/medical practitioner and required by standards of professional practice or law to be performed by licensed nursing personnel
• Delegating and monitoring tasks assigned to other service providers by a registered nurse (RN) in accordance with state law.

RESIDENTIAL ASSISTANCE

The following are the three types of residential assistance that can be provided:

1. Supported Home Living – provided to individuals residing in their own residence or the residence of their natural or adoptive family; or to individuals receiving foster care services from the Teas Department of Protective and Regulatory Services.

2. MRLA Foster/Companion Care – provided in a private residence by a foster or companion care provider who lives in the residence and who is not providing these services pursuant to a contract with Texas Department of Protective and Regulatory Services.

3. Supervised Living – is provided in a residence in which the HCS program provider holds a property interest. Supervised Living is provided by residential assistance providers who provide services and supports as needed by individuals and who are present in the residence during normal sleeping hours

4. Residential Support – provided to individuals by daily shift staff or by an individual staff member with periodic relief staff.

Residential assistance includes the following:

• Providing direct personal assistance with activities of daily living (grooming, eating bathing, dressing, and personal hygiene)
• Assisting with meal planning and preparation
• Securing and providing transportation
• Assisting with housekeeping
• Assisting with ambulation and mobility
• Reinforcing counseling and therapy activities
• Assisting with medications and the performance of tasks delegated by a Registered Nurse
• Supervising individuals’ safety and security
• Facilitating inclusion in community activities, use of natural supports, social interaction, participation in leisure activities, and development of socially valued behaviors
• Providing habilitation, exclusive of Day Habilitation

RESPITE

• Assistance with training in self-help and independent living skills
• Provision of room and board when provided overnight in a setting other than the person’s normal residence
• Support of individuals in the MRLA Program who are eligible for respite and in need of emergency or planned short-term care
• Assistance with receiving other needed services
• Assistance with securing and providing transportation

SUPPORTED EMPLOYMENT

• Supported employment is provided in an integrated provision of ongoing individualized support services needed to sustain paid work by the individual, including supervision and training.
• The individuals receiving supported employment are compensated by the employer in accordance with the Fair Labor Standards Act.
• Supported employment is provided when these services are not available or funded through the state education agency or the state rehabilitation agency.

Other eligibility requirements

• No age limit.
• Must not be enrolled in another Medicaid waiver program.
• Must have had a determination of mental retardation made in accordance with state law or have been diagnosed by a physician as having a related condition.
• Must meet specific requirements for intelligence quotient (IQ).
• Must have chosen the HCS Program over the Intermediate Care Facilities for Persons with Mental Retardation Program.
• Have an individual plan of care that does not exceed a specific annual cost limit.
